VANDALIA — The Vandalia City Council held a brief, and limited, meeting on Monday evening due to the absence of three members. With Council Members Bob Ahlers, Dave Gerhard, and Candice Farst being absent, council was left with just four members present.
That was enough of a quorum to conduct some business, but three items that required five votes due to waived bidding were tabled until council meets again on Feb. 18. Tabled items included the purchase of a rough mower for the golf course, three mobile radios for the police department, and a contract with Pace Analytical Services for bacteria testing of the city’s water supply.
Among the items approved, however, was a contract for the design and engineering for the Northwoods Boulevard reconstruction project with Choice One Engineering at a price not to exceed $55,000, well under the budgeted amount of $100,000.
The police department will also purchase an unmarked SUV from Beau Townsend Ford at a cost of $36,625. Beau Townsend was the only bidder out of 12 that received bid packets to return a bid. The cost of the vehicle is $7,625 more than was budgeted which will be covered by funds budgeted for digital radios. Also, a 2008 Ford Fusion that the new vehicle is replacing will be placed on GovDeals to be disposed of.
Three marked SUVs will also be replaced in the police department. Again, 12 bid packets were sent out, yet Beau Townsend Ford submitted the only bid for the 2020 Ford Police Utility Interceptor at a cost of $39,042 each or a total cost of $117,126.
That cost is $8,126 over the budgeted amount which will also be covered by funds from the department’s digital radio purchase.
The council also passed an ordinance in its first reading that amends the city’s personnel rules and regulations to establish a salary range for the City Manager and to allow Department Directors to retire and be rehired..
The Vandalia City Council will hold its next regular meeting on Monday, Feb. 18 at 7 p.m. A work session will be held immediately prior to the meeting at a time to be determined.
