VANDALIA — The Vandalia City Council opted to defer repaving the Airport Access Road southbound bridge over Stonequarry Road in order to explore grant funding options. The decision means that the repaving will occur in 2017 at the earliest, and possibly 2018.

That decision comes after a 7-0 vote by council during a special meeting on Monday evening.

The repairs needed are not structural and do not compromise the safety of the bridge according to annual inspections by the Ohio Department of Transportation.

Because the structural safety is not in question, the city’s sources for grant funding are somewhat limited.

“Regarding potential funding sources, LJB (Vandalia’s consulting engineering firm) evaluated this project for potential Ohio Public Works Commission funding and found that the project does not score and would likely not receive OPWC funding,” wrote City Manager Jon Crusey in his Friday Letter to Council. “While the bridge deck is in need of repair, the bridge structure itself is in good shape.”

The lowest bid for the project if it had been done this summer was $245,224. LBJ estimates that cost to climb to $265,000 if done in 2017 and $300,000 if deferred to 2018.

Waiting, however, will allow the city to apply for grant funding that could cover 60-80% of the cost. Those savings could be over $125,000 with minimal staff and material costs to keep maintain the surface in the interim.

Staff will apply for grant funding this fall and expect an answer by spring. If funding is denied, council may consider completing the project in 2017 without grant money.
